For the past four years Whanganui Iwi (Te Ati Hau Nui a Paparangi) has been negotiating settlement of the Whanganui River claim, WAI 167. In August of last year an interim agreement ␣ Tutohu Whakatupua ␣ was signed with the Crown setting out the parameters of an unprecedented legal status to be created for the River, called Te Awa Tupua status.
The next level of detail has been negotiated with the Crown in respect of the Te Awa Tupua status and the settlement. Uri of the Whanganui River are strongly urged to attend a series of meetings over April and May 2013 to receive information on this detail and to decide whether to proceed toward the Deed of Settlement stage with the Crown.
If the Iwi agrees that the elements involved in the Te Awa Tupua settlement are acceptable terms upon which to settle the River claim, a Deed of Settlement would potentially be initialled at the end of June 2013. A formal ratification process would then be run over July 2013 leading to a potential signing of a final Deed of Settlement Documents for the Whanganui River at the end of August 2013.
It is stressed that moving to the DOS stage is reliant on gaining the assent of the Iwi over April and May 2013 to the Te Awa Tupua approach to settlement.

Whanganui River Māori Trust Board Elections – Hinengakau Representation
Recently The Whanganui River Māori Trust Board held an election of new members for the Hinengakau rohe by way of a postal ballot in the period beginning on 5 December 2011 and ending on 13 January 2012.
However, the postal ballot for members of the Hinengakau Representation was irregular in the following ways:
(a) Where more than 1 beneficiary lived at the same address, the Board enclosed ballot papers in the same envelope instead of separate envelopes as required by section 51 of the Act; and
(b) Because of the irregularity referred to in paragraph (a), the results of the election could not be forwarded to the chief executive of Te Puni Kōkiri in accordance with section 49 of the Act.
An Order of Council has been promulgated to invalidate the previous election process for the Hinengakau vote which commenced 6 July 2012 and can be viewed at; http://www.legislation.co.nz/regulation/public/2012/0169/latest/DLM4549507.html
Therefore under the Order of Council a fresh postal ballot is required for the election for the Hinengakau representation of the Whanganui River Māori Trust Board to be held. Voting papers are required to be received no later than Monday 27 August 2012.
